If your AC sounds like it is running but the house is not cooling, start by observing—not guessing which part failed. Check the thermostat and filter through their normal controls, look and listen from outside closed equipment, and stop if you see ice, water near electrical equipment, smoke, sparks, or a burning smell.
These checks can rule out a simple setting or filter issue, show you when to stop troubleshooting, and give the technician useful details before the service call.
What this covers. A central, ducted split system — the common arrangement with a thermostat, vents in the rooms, an indoor blower, and a separate outdoor unit. Window units, portable units, packaged rooftop or through-the-wall systems, and ductless mini-splits behave differently and have different controls, so follow their own manuals rather than the observations below.
First, what does “running” mean?
Air coming from a vent only proves that the indoor blower is moving air. The outdoor unit may still be quiet, or the system may be running without cooling normally.
Take a minute to note three things:
- Is air moving from the vents—and does the airflow feel normal or unusually weak?
- From a safe distance, does the outdoor unit sound as though it is operating, or is it quiet?
- Does the air from the vents feel cooler than the room, about the same, or warmer?
Together, those details give a technician a much clearer starting point than “the AC is running.”
A short, safe checklist
1. Check the thermostat
Confirm that the thermostat is set to COOL and that the intended temperature was not changed by a
schedule or override. Note the fan setting too. On many systems, ON can keep the indoor fan moving
even when there is no active cooling cycle; AUTO usually runs the fan with the cycle. If your
thermostat works differently, follow its instructions.
2. Look at the filter—only through its normal access
If your equipment manual identifies a homeowner-accessible filter, inspect it and replace or clean it as directed. A dirty filter can restrict airflow and hurt cooling performance. Keep the filter in place and follow its instructions rather than opening equipment panels or guessing at an interval.
3. Observe the outdoor unit without opening or touching it
From a safe distance, note whether the outdoor unit is operating, quiet, or making an unusual sound. Leave guards, panels, disconnects, moving parts, and electrical components alone.
4. Know when to stop
Stopping is not one instruction. Who you should call depends on what you are seeing.
Call 911 or your fire department — leave first. If there is fire, smoke, or active sparking, leave the building, stay out, and call from outside. Do not go back in for equipment, and do not stop to switch anything off on the way.
Stop the system, then call an electrician or a qualified technician — and keep away from the equipment. A burning smell without visible fire, scorch marks, damaged or melted wiring, or water pooled against electrical parts all mean the system should not keep running. Switch cooling off at the thermostat so it stops calling for cooling, and leave it off until someone qualified has checked it. Do not touch the equipment, and do not stand in water near it.
Call for HVAC service, and switch cooling off at the thermostat. Visible ice on the refrigerant lines or the outdoor unit, or cooling that never reaches the temperature you set, are service calls rather than emergencies.
One thing worth being precise about: turning cooling off at the thermostat is only a control command. It does not make the equipment electrically safe. It is not permission to approach a disconnect, a breaker panel, wiring, or standing water.
Refrigerant gauges and adding or removing refrigerant are jobs for an appropriately certified technician.
If the indoor temperature is becoming dangerous, especially for an older adult, young child, or someone with a chronic health condition, move to an air-conditioned place and follow current official heat guidance instead of spending more time troubleshooting.

None of this identifies which part failed — that needs a technician with instruments. But the combination you noticed usually points at a category, and the category decides what happens next.

Two of those can be resolved without anyone opening equipment — the fan setting and the filter. The rest are service calls, and that is the useful conclusion: you have narrowed it to a category and can describe it accurately.

Before you call, write down:
- thermostat mode, setpoint, and fan setting;
- when you first noticed the problem;
- whether vent airflow feels normal or weak;
- whether the outdoor unit appears to be operating, quiet, or unknown;
- any visible ice or water;
- any unusual sound or odor;
- when the filter was last changed or cleaned, if known; and
- the equipment model information, but only if it is safely visible without opening anything.
